Transport Domain Plan

The Transport Domain Plan (the Domain Plan) ensures that the transport sector has the right data and information. It aims to help the transport sector to better coordinate how agencies collect and manage data and knowledge, and ensure that existing information is visible, and easy to use. Ultimately, it will help maximisebeing jointly led by the valueMinistry of data by enabling greater data sharingTransport and integration.Statistics NZ.

It is a project that will identify the actions that need to be taken now to ensure that information and statistics collected about the transport system are high quality and allow government to make evidence based policy, strategy and decisions into the future.

ToIt will do so,this by taking a holistic, multi-modal view of the Domain Plan

  • outlines the main statistical and information priorities for the transport sector, and provides guidance on how to address them
  • provides a tool for targeting research and investment across the transport sector, and creates a common approach for how sector agencies prioritise transport data and research

The key elementstransport system in New Zealand, understanding the 'big picture' policy and strategy questions that will be asked of the Domain Plan include:transport system into the future, and by assessing what information will be required to answer those questions.

  • Identifying eleven topics of data, statistical and research interest
  • Enduring questions that need to be answered in relation to each topic
  • Defining and framing the problems to be resolved in relation to each topic and enduring question
  • Identifying the responses and likely actions required; and

It will then identify where any gaps exist, what improvements are needed to ensure that transport-related information is relevant, high quality and accessible into the future. Ultimately, the availability of better information will result in improved policy, strategy and decision making and a more effective transport system.

The Domain Planproject has been developed alongside the Transport Research Strategy , and uses the Triple-4 knowledge development and prioritisation framework developed as part of the Strategyfour stages to establishdeliver a published domain plan, depicted in the priority areas for transport data and information. The Domain Plan and Research Strategy are complementary documents. Together, they provide the strategic direction we need to fill key data, information and knowledge gaps.diagram below.

Timeframes

The first stage of this project (development of enduring questions) is complete. The stocktake is currently being finalised based on stakeholder feedback. The gap analysis will begin from April 2015 and lead to the publication of hte final Transport Domain Plan in late 2015.
